1. Fermilab had a meeting about spackdev Tuesday
   • Working on a buildcache mechanism for caching Spack binaries

   • Relocatability for things like compilers is still hard
     • had to add way to specify extra RPATHs
   • Moved spec.yaml files to top level to make it easy to see what's in a mirror
     • Todd: could we put this in a top-level index.json so that it's easy to get all the metadata?
