We can't upgrade to tokio@0.3 until hyper@0.14 (due to a dependency on tokio@0.2 within hyper@0.13). We'll also need to do some minor refactoring to support tokio@0.3, specifically:

• process::Child is no longer a future, so we need to call child.wait() to get that future.
• delay has been replaced by sleep (used in the update manager).
