Collection Development Policy (OSU)
Oregon Digital is a cultural heritage repository for digital collections that support the teaching and research mission of Oregon State University. The platform is designated to provide access to digital assets (‘cultural heritage objects’) that fall within the collection development policy of Oregon State University Libraries & Press (OSULP).
There are limitations to what should be included within Oregon Digital. Notably, Oregon Digital will not collect materials that are more appropriate for OSULP’s institutional repository, ScholarsArchive@OSU, as defined by the ScholarsArchive@OSU Collection Policy.
OSU’s presence within Oregon Digital centers around materials collected by the OSU Libraries Special Collections and Archives Research Center (SCARC). The primary mission of SCARC is to collect and provide access to materials that document the following:
- History of OSU, Corvallis, Oregon, and the Pacific Northwest
- History of Science and Technology
- Oregon’s Multicultural Communities
- Natural Resources in the Pacific Northwest
- Hops and Brewing History
Forms of materials presented in Oregon Digital include:
- Photographic images
- Publications, reports, and other printed materials relating to areas of interest listed above
- Audio and video recordings
- Oral histories
- Printed ephemera
- Maps
- Scrapbooks
To a lesser extent, OSULP’s work with Oregon Digital has also included providing access to materials that do not fall within SCARC’s collecting purview but still support the broader teaching and research mission of the university. Potential external partners interested in collaborating with OSULP on an Oregon Digital project should contact SCARC to propose their project idea: scarc@oregonstate.edu
Once received, project proposals will be reviewed by two teams in SCARC - Collection Development and Digital Projects - in consultation with additional stakeholders as appropriate.
External project proposals will be evaluated using a number of criteria, including:
- Is it legal and ethical?
- Consideration of issues related to copyright, privacy, and cultural sensitivity.
- Is it technologically feasible?
- Do we have the right equipment?
- What is the storage plan?
- Is the collection’s format viable for preservation and access needs?
- Does this work align with the library’s mission?
- Does it directly support OSU research or instruction?
- Is there a preservation need?
- Does it support the people of Oregon?
- What are the collection’s characteristics?
- What is its extent?
- What types of materials are contained in the collection? What is their condition?
- Is there any expectation that the collection will continue to grow?
- What are the collection’s processing needs?
- Is the collection already digitized at an appropriate standard?
- Has adequate metadata already been created?
- Does the partner have the subject expertise necessary to consult with OSULP in describing the collection?
- Do we have funding, infrastructure (including digital storage space), and staffing to process?
Proposals may be rejected if the project does not align with OSULP’s mission or if staffing and resources are not available. Generally speaking, work on internal OSULP projects will be prioritized, which could impact the completion date for external projects.
All materials must undergo a rights assessment before deposit. Each object in Oregon Digital is required to have a rights statement identifying how the item may be reused. We also encourage fair uses of our materials whenever possible. External partners will be expected to furnish documentation that helps specify appropriate rights statements for the content being deposited. Oregon Digital was primarily created to support the teaching and research missions of Oregon State University and the University of Oregon. Both the OSU Libraries & Press and the UO Libraries strive to identify the copyright status of individual items and include that information in item metadata. For items where permission has not been granted for inclusion in the collections, or an argument for fair use has not been determined, attempts are made to identify and contact rights holders. Steps are also taken to identify and remediate information that could compromise the privacy and security of individuals and organizations represented in the collections.
Removal of items from Oregon Digital or remediation of metadata can be requested using the Contact Form for:
- Items where the copyright holder feels their rights have been violated through the provision of access
- Items where a living individual's personal or private information is exposed (or who are acting on behalf of a minor child or an incapacitated parent, spouse, domestic partner or adult child)
- Items containing harmful content as described in the Harmful Content Statement Only removal of harmful content requests may be made anonymously.
