Task 3 in #4024, implementing function spec v1.
This bumps the ResourceList version, and also updates all our tests and examples to reflect this change.
It should go in the same release as #4248 and #4253.
Does anyone know anything about https://github.com/kubernetes-sigs/kustomize/blob/master/cmd/config/internal/generateddocs/api/docs.go? I was having trouble figuring out how it was generated and what it is used for.
