To change Travis settings on a repo, you need to be on a GitHub team with perms on the repo. See this for more info.
Appveyor handles user accounts separately from GitHub's. When logging into Appveyor to do Servo things, select the Servo account from the dropdown.
Some repos use dependencyci to check their dependencies.
