Extracted from #7412
This PR adds the following properties:
noCloseOnEscnoCloseOnOutsideClickAlso, added logic to close on target element Esc (will be useful for non-modal popovers).
Set
tabindex="0"on the overlay part to allow focusing it and pressing Esc to close.Type of change
