🌐 Add Portuguese translation for docs/pt/docs/tutorial/request-forms.md

In this pull request:

• I fixed the portuguese navigation bar

The Advanced User Guide was INSIDE the Basic Tutorial, which is not the intended location, so I fixed it by moving the Avanced User Guide to the correct location in the mkdocs.yaml file for portuguese translation.

• I translated the docs page tutorial/request-forms.md to portuguese

Since this page hasn't been translated yet, I did it myself, I tried my best to make it easy to read for portuguese speakers.

Maybe "por" instead of "pela"? 🤔

How do we use it on other parts of the docs?

Hey Kludex! In the portuguese language we have gender differentiation in some words, for example:

The word library is translated to biblioteca, which is a female word (it ends with an "a"), that's why we use pela instead of por, because pela is a female version of por, got it?

If you still want me to use "por", I will use it, no problems! I tried to explain how our language works.

I also have a question, what about the Build Docs Test? Mine was cancelled

Meu ponto nao eh nem esse, eh que no caso vc fez concordancia com a ideia (biblioteca), que no caso seria uma silepse, e nao com FastAPI.
