1. Fix a false positive for Style/ClassAndModuleChildren …

   This PR fixes the following incorrect auto-correct for `Style/ClassAndModuleChildren`
   when using cbase module name.
   
   ```console
   % cat example.rb
   module ::Fixtures
   end
   
   % bundle exec rubocop -A --only Style/ClassAndModuleChildren example.rb
