Update build/test

* Use `make -C dir` instead of `cd dir && make`
* Cleanup uncessary working_directory in config.
* Update Go modules to latest.
* Drop support for old Go versions.
* Cleanup old Go version build tweaks.
* Fixup some deprecated method use.
