Windows MVP

This gets a minimally viable product working under windows.

There are some things I've decided to punt on and fix in a v2, notably:

• coloring
• matching terminal width
• node support
• ruby support
• pcre support

I'll ticket these separately if this is good enough to ship :)

Been meaning to try out this project for a few days, had some time this evening, hit issue #159, followed that here, checked out the windoze branch and have pre-commit install working. Great stuff. Thanks and keep up the good work.
