Undoes #536. Does not delete typescript-versions.next, since that might be useful elsewhere.

Matching PR on DT: DefinitelyTyped/DefinitelyTyped#63425

Undoes #536. Needs a matching PR on Definitely Typed before it's ready

Matches microsoft/DefinitelyTyped-tools#572

The current, less-obvious format works around a bug in Typescript 4.9
and earlier. That's fixed in 4.9, and was in any case only relevant when node types
needed to refer to 4.9 before it had shipped.
