What this PR does / why we need it:

This reverts commit ea1bc18 from PR #104116

But bumps the REVISION var

The commit this is reverting broke etcd image builds, see #105284

Which issue(s) this PR fixes:

Not auto-closing because I would like to hold #105284 open until there is a fix-forward, this is just a rollback to get us up and running again
