開発環境設定 (#1)

開発環境の初期セットアップ用ファイルを作成しました

- .gitignore
- .env.sh
- client/.gitkeep
- server/.gitkeep
- gitignoreはgitignore.ioにて生成しました．対象 : windows, linux, python, VisualStudioCode
- .env.sh実行にはsudo権限が必要です．lxcをインストールします．
