Run Lua tracing for Go on Windows in CLI 2.10.4+ #1229

A bug preventing us from using Lua tracing for Go on Windows (see #1209) is fixed in CLI 2.10.4+, so we can now resume using Lua tracing for Go on Windows when using these CLI versions.

Merge / deployment checklist

  • Confirm this change is backwards compatible with existing workflows.
  • Confirm the readme has been updated if necessary.
  • Confirm the changelog has been updated if necessary.
