This PR updates go-sectorbuilder to use github.com/golangci/golangci-lint v1.21.0.
This is a temporary fix so that go-filecoin can continue to depended on the same API of go-sectorbuilder but bumps the golangci-lint version to the most recent to fix go mod issues described here: filecoin-project/venus#3650
