Upgrade dtslint

What: Upgrade dtslint across all packages.

Why: This is a prerequisite for upgrading to Yarn 3 and will also help with the ongoing migration to TypeScript.

How:

• Upgrade dtslint and install the required peer dependency typescript.
• Fix dtslint errors, e.g. remove redundant options from TSConfig.
