CakePHP 2.x is in maintenance mode

As CakePHP 2.x has been in maintenance mode, we will inevitably get users who attempt to contribute new functionality to CakePHP. While pull requests are generally great, CakePHP 2.X is now in maintenance mode, and as such we'll need to close such pull requests. Below is a standard reply which can be used (by the core team) to guide users to understanding the reasoning behind the pull request closure:

We have supported 2.x since October 2011 and have [communicated](https://bakery.cakephp.org/2017/06/23/upcoming-cakephp-roadmap.html) that it will receive only security fixes from December 2020 going forward

You can look into Shim plugin and backport 3.x functionality there. This will continue to help bridging the two major versions.
