chore: workflow for adding new Orbit chains (NOT hotfix but skip e2e)

• use https://github.com/zentered/issue-forms-body-parser to parse issue body instead of using regex
• look into github-script to handle the script in a nicer way
• move Orbit chains to json files
• move Orbit chain logos to a separate images folder
• update Add Orbit Chain issue template with new headers
