Also upgrades various frontend dependencies. We can't upgrade to typescript 4.5 yet, because yarnpkg/berry#3760 is not released yet.

What's the problem this PR addresses?
TS 4.5 wasn't covered by the PnP patch, this is now addressed. I also updated TS in our repo, which was fairly easy (it didn't report any new error).
