Following #1067 and #1084, this locks PHPStan and its extensions in specific (currently latest) versions.
It's to prevent
masterfailing accidentally as a result of PHPStan getting smarter in minor and patch versions.Depends on #1084 that fixes the code for PHPStan 1.4.8.
