To avoid any additional work when distributing wasmer-based go executables, this PR switches to linking against the static build of the wasmer's C API.
Currently still needs some work on Darwin.
This also enables GitHub Actions for pull request. I can remove that commit again, but it made it easier for me to actually see my changes in action.
