This PR removes the Vue School Summer Sale banner from the top of router.vuejs.org.

The landing page will keep working after the promo ends, so the link (https://vueschool.io/sales/summer-vue?friend=vuerouter) will still be valid.
I left the
BannerTopcomponent in the repo so we can use it as base for future banners. Let me know if you want me to delete it.Related to PR 3564.
