feat(kubernetes_logs): use kube-apiserver cache for list requests #17095

This PR adds an option that allows reading data directly from the Kubernetes API server cache than hitting the etcd quorum. It can significantly reduce Kubernetes control plane memory pressure in exchange for a chance of receiving stale data.

Explanation

Ah, it seems you've been caught in the cross fire of a minor regression to master.

Once #17100 is merged into master, you should be able to sync your branch with master and get past these errors.

Explanation

A regression test is an integrated performance test for vector in a repeatable rig, with varying configuration for vector. Just going off the opening comment it seems like this is would be a good improvement to have in general, is there a trade off/reason not to enable it by default?

Technically would be a breaking change, so keeping the default from previous versions for now.

@neuronull This can lead to inconsistent behavior if there is more than one kube-apiserver.
A client can receive different data by requesting other apiservers, which is hard to debug if you don't know kubernetes api semantics.

In the future, we can reconsider the default for the option.

hey @spencergilbert, thank you for your prompt response on #16798! I believe that this fix will benefit our clusters as well (as the control plane of one of our large clusters with 1000+ nodes was taken down due to list requests from vector without a resource version set). I realize this doesn't seem to be available in v0.29 of vector as #17009. can you share when you expect this change to be released as well? i imagine since it's a breaking change it may be v0.30, but i just want to confirm so that i can set expectations internally on my side.

No problem @skygrammas, this should be included in v0.30. It'll be opt-in, so shouldn't be a breaking change IIRC. It looks like we should be targeting May 23 for that release.

If you wanted to verify this change does resolve your issues you could run a nightly release ahead of time?
