feat(isMobilePhone, isPostalCode): add support for Malta, en-MT (#1055)

* Add Malta Postal Code (XXX0000) and Phone Number (+356XXYYYYYY)

* add malta (MT) to readme and test case

* add ar-MA mobile phone

* fix: update pr #975

- clean-up merge conflicts
- add tests for postal code, ref: https://en.wikipedia.org/wiki/Postal_codes_in_Malta

* fix: remove ar-MA locale
