Changes proposed in this pull request:

Follow up to Add build step to deploy-wheels.yml that builds aarch64 wheels #422
The manylinux2014_aarch64 wheel build takes between 9-14 minutes
The x86 Linux wheels take 3-4 minutes

Rather than doing those in serial, add them to the matrix so they run in parallel. They setup/finalise bits are quick, so they work well in parallel.

Whilst we're here, let's also rename the GH build artifacts to wheels.zip instead of Upload as build artifacts.zip
