Upgrade nextjs and tailwind dependencies

• Upgrade to next 11.0.1
• Closes svg import error when upgrading to next 11 #72
• Add eslint-config-next and modified eslint setup as recommended by nextjs docs
• Remove eslint packages bundled with eslint-config-next
• Lint all pages and refactored to use recommendations
• Upgrade to tailwind 2.2.2
• Should fix Add pagination support #52
• Change theme colour from lightBlue to sky
• Remove unused next-compose-plugin. Closes is next-compose-plugins still being used? #70
