feat(dev): migrate to local-web-server #7174

Description

Replace http-server with local-web-server. This is a dev-only feature change, to serve a static instance of swagger-ui.

Motivation and Context

http-server relies on a deprecated and unmaintained package, ecstatic. http-server also has not been updated since 4/27/2020, and does not include the last security patch provided by ecstatic.

Though local-web-server hasn't been updated since 5/23/2020, it does not appear to have dependencies with current security advisories.
