I plan to update eslint to v9.x in a separate PR. I'll probably leave the rest major bumps to other people :)

commander    ^7.2.0  →  ^12.0.0
eslint      ^8.57.0  →   ^9.2.0
node-fetch   ^2.7.0  →   ^3.3.2

EDIT: it was easier than I anticipated (minus the commander update which needs more eyes/tests) so I went ahead and made #2001, #2003 and #2004

@SethFalco I updated the branch and added @types/node too. Before, we were getting the related types transitively.

After this is merged, I'll rebase the other branches.
