This upgrades everything except:
typescriptand@amproject/remapping- chore: upgrade to TypeScript 5 #8488 (separate PR to make use of new 3.9 features at feat: TypeScript 3.9 upgrade #7324)rollupand plugins - a bit complicated, so handled separately (chore: upgrade rollup #8491)
