This depends on the result of: symfony/recipes-contrib#1540 so we should wait until that is merged or closed.

What's in this PR?
Change phpstan.neon to phpstan.dist.neon
Why?
Symfony added a recipe which ignores now the
phpstan.neonfile which conflicts with our setup. Depending on the outcome of symfony/recipes-contrib#1538 it should be renamed tophpstan.neon.distorphpstan.dist.neon.
