Add lost-in-transition Squiz.Arrays.ArrayBracketSpacing rule

It seems that we removed it when moving the standard from codechecker to moodle-cs. See the changes to ruleset.xml @: moodlehq@72bc372#diff-b241420964b2e2c6982cefdf22be22024b4613b70e231f65a257186d15e45094 Now it's back, and it seems to be the only change we missed.
