py-pyjwt: Remove upper bound for py-crytography version #28600

py-cryptography is now incrementing major version even when there
are no backwards incompatible changes, so pyjwt have dropped the
upper limit on py-cryptography versions.

This only applies to PyJWT 2.2+, not to 2.1.

Closing since the dependencies for the versions of the package we have in Spack are correct. If you want to add new versions, feel free to open a new PR.
