A few of our subprojects had formatting disabled, this re-enables them and runs the formatters. Unfortunately the formatter only is run on projects using the gradle plugin, so I manually ran it elsewhere. I didn't run it on
smithy-syntax,smithy-model, orsmithy-clisince there are a large number of test files there that want the files to be formatted in a different way.Related to #2231
