Update puppeteer dependencies, pin yarn and node versions

• Update puppeteer deps because we're way behind. Not updating puppeteer to the latest version due to bug with expect-puppeteer an puppeteer@17 [expect-puppeteer] Puppeteer v17 incompatibility argos-ci/jest-puppeteer#494
• Pin yarn and node versions
• Utilize package.json node version in workflows
• Added a test:local script for local testing that uses the experimental chromium mac ARM binary. More info
