Supported PHP Versions

As of May 2019, scssphp requires PHP 5.6 or above. We recognize that PHP has its own "end of life" (EOL) dates but scssphp doesn't exist in a vacuum.
Using Ubuntu LTS releases as a guide, we propose to update scssphp support for the following PHP versions on/after these dates:
