For Python 3.7 32-bit Linux, that scenario is passing for this branch in the wheels repo, so I think we can safely ignore repairing that CI entry operating system for now, though we may want to fix that if we also try to backport M1 support on 1.7.x series and have a bunch more activity here (though the same could be said for adding proper 3.10 CI here). I haven't given much time to review the release notes changes, but we can probably still accept changes there for a bit longer, at least until gh-14985 is resolved one way or another. |

Backport gh-14938 (PR has already been relabeled/re-milestoned) and update the release notes to cover the last several backport PRs.
I've tried to add a blurb explaining what is going on with
3.10support, hopefully not too confusing...MacPython/scipy-wheels#135 has been updated following the upstream NumPy release and multibuild updates, fingers crossed.
