a good run is here: https://github.com/salesforcecli/sfdx-cli/actions/runs/3579646358/jobs/6021385250 [note: I also switched the tarball machine to be an 8-core ubuntu to take advantage of the parallelization for both tarballs and smoke test).
I also had to make one change to the pretarball calls for cwd.
