7443: Pick up changelog and version bump from 2-1-stable r=deivid-rodriguez a=deivid-rodriguez

### What was the end-user problem that led to this PR?

The problem was that the master branch needs to be updated with Changelog and version bump from the 2.1.0.pre.3 release.

### What is your fix for the problem, implemented in this PR?

My fix is to update it.
