[Fix #8008] Fix an error for Lint/SuppressedException #8010

Fixes #8008.

This PR fixes an error for Lint/SuppressedException when empty rescue block in def.


Before submitting the PR make sure the following are checked:

  • Wrote good commit messages.
  • Commit message starts with [Fix #issue-number] (if the related issue exists).
  • Feature branch is up-to-date with master (if not - rebase it).
  • Squashed related commits together.
  • Added tests.
  • Added an entry to the Changelog if the new code introduces user-observable changes. See changelog entry format.
  • The PR relates to only one subject with a clear title and description in grammatically correct, complete sentences.
  • Run bundle exec rake default. It executes all tests and RuboCop for itself, and generates the documentation.

Fixes rubocop#8008.

This PR fixes an error for `Lint/SuppressedException`
when empty rescue block in `def`.

Any chance this could go into a 0.84.1 quick release ?

rubocop 0.84 has a bug that triggers on tools/roby. It's already
fixed, but it does not seem it's enough to trigger a quick release.

Reference: rubocop/rubocop#8010

Since it breaks CI, stick to 0.83 until a fixed version gets
released.
