  1. Add new Rails/RootPublicPath cop 

    Instead of

```ruby
Rails.root.join('public')
Rails.root.join('public/file.pdf')
Rails.root.join('public', 'file.pdf')
```

we can use

```ruby
Rails.public_path
Rails.public_path.join('file.pdf')
Rails.public_path.join('file.pdf')
```
