Now the list of changes is formed from all PRs merged since the last release, no matter whether it's a pre-release or public release.
It may be useful to compile a list of changes since latest public release. To keep track of all items that are going to be publicly released.

I totally agree with this and I have a good example why current behavior of generating only changes since any-kind-of-release is confusing users, they endup with a release that has the changelog between last pre-release and it, likely almost nothing.

What we really want from the drafter is to see all changes since the last full release, yes this means that prereleases will have duplicated content, but that is no issue, is expected.
