I'm fixing the following issue for cluster client. But I unintentionally ended up implementing new bugs for Pub/Sub feature in cluster client.

Sorry for the CI failure by the above bug. I've fixed it.
Related to that, I'd like to remove flaky and redundant test cases for Pub/Sub in cluster mode.
