Forgot the PyPy update was in here. ATM, then, PyPy 7.3.8 is used on windows & macOS, while 7.3.7 is on linux, and pypy 3.9 #1031 hasn't been activated. @mayeut is this easier to work from, or would you like a revert? Looks easier to work from, to me, though we should avoid releasing before manylinux comes in sync and pypy 3.9 gets added (@joerick), otherwise we need a revert (or a release branch, etc).

FYI, I try to merge several simple PRs at once so we don't hit the PyPI CI too hard - it takes advantage of job cancelling.
