As per the title, srcdir and outdir should accept os.PathLike[str]. This would also be a good opportunity to standardise the output directory parameter's name; we've got both outdir and output_directory.

I think we can probably move the helpers from __main__ to build.util and take the opportunity to update the argument names. I don't think anyone is using them, so it should not really break anything. Still, it's a breaking change and requires 0.8.
