(Windows) Change default cache directory to ``LOCALAPPDATA``
(from the original ``APPDATA``).
This is to make sure that cached data
doesn't get synced with the roaming profile.
For this and future versions ``AppData\Roaming\pyinstaller``
might be safely deleted.
