CONTENT: added mission, values and 3 years of meeting notes ✨

This pr is not as big as it seems.

• I went through 3 years of meeting notes and cleaned up headers and such so we could add them as a documentation of our history to the governance book.
• I also added some language around mission, values and culture. This does need to be developed further but it's a good start to have something that talks about who we are.

UPDATE: changes are made but i'm having some issues with htmlproofer not ignoring directories as I would like it too.
i opened up an issue here in hopes someone might see that i'm doing something silly with calling ignore-files.

When i resolve this i can smush down the last xx commits with the same message into one that hopefully just works.

Update - so i can move forward I am going to merge this and post an issue about html proofer ignoring my ruby regex.
