Merge #11410

11410: prepare for next release r=aq17 a=aq17

We needed to update to `3.47.0` to start preparing candidate drafts, and then bump to `3.47.1` to actually freeze `3.47.0` here. 
This PR will update to `3.47.1`, and a subsequent PR will update to `3.47.2` so we can release `3.47.1` properly.
