This is needed to build the documentation with the next commit. Probably we should get back to version 17 once PostgreSQL 17 gets released.

This currently needs setting
libpq_docs_version = "devel"in docs configuration (first commit). But it might be better to only merge this PR when PostgreSQL 17 gets released and adjust backlibpq_docs_versionto"17", so just opening the PR now as to not forget about this.#534
