3.20.xbranchcomposer.jsonin the root to use a minimum of PHP 7.0, which is the one copied over byphp/release.shphp/composer.json.distto avoid confusionNOTE: we are keeping two copies of composer.json because the scripts in our main copy will not work in the https://github.com/protocolbuffers/protobuf-php repo.
