This will make it easier to handle dependency version and lock sub-dependency versions. Which will in turn make it easier to upgrade python versions

I can't find an image that work with python 3.7 because it is officially out of support. When we stop supporting python 3.7 we can start supporting windows tests in CI environments.

Replacing setuptools with poetry will make it easier to handle dependency version and lock sub-dependency versions. Which willin turn make it easier to upgrade python versions so we can update other services that depend on this package.
